State 2128 agreed on new BIA rules this week and the process was remarkably smooth — no arguments, no drama, just functional leadership doing its job. The rules were then immediately tested and HAVOC received the most warnings, specifically around gathering tile restrictions during Frost Dragon Tyrant events. These restrictions are not complicated. They were written down and distributed to everyone. HAVOC hit the tiles anyway and subsequently expressed confusion, which is one way to handle a document you were given in advance.
